L’Italia è divisa in due sulle performance sanitarie e sociosanitarie delle Regioni, con gli indici più alti al Centro Nord anche se il Sud registra maggiori miglioramenti. Il 55% degli italiani risulta vivere in Regioni con risultati soddisfacenti per la tutela della salute, mentre per il 45% le cose non vanno del tutto bene. Emerge dal Rapporto 2024 ‘Opportunità di tutela della Salute: le Performance Regionali’: l’analisi è condotta dai 104 esperti raggruppati dal C.R.E.A. Sanità (Centro per la Ricerca Economica Applicata in Sanità) per il quale operano ricercatori e docenti universitari di vari campi. Veneto, Piemonte, Bolzano e Toscana (oltre 13,3 milioni di abitanti) sono promosse con livelli complessivi di tutela della salute migliori dalle altre e con un indice di performance che supera il 50% del livello massimo (rispettivamente 60%, 55%, 54% e 53%). Promosse anche Friuli Venezia Giulia, Trento, Emilia-Romagna, Liguria, Valle d’Aosta, Marche e Lombardia (19,3 mln di abitanti), ma con la sufficienza: raggiungono livelli di performance tra 45 e 52%. ‘Rimandate’ invece con livelli tra il 37 e il 44% Sardegna, Campania, Lazio, Umbria, Abruzzo e Puglia (circa 18,9 mln di abitanti). Fortemente insufficienti (livello di performance inferiore al 35%) Sicilia, Molise, Basilicata e Calabria (circa 7,5 mln di abitanti). Negli ultimi 5 anni, rileva il Rapporto, si è dunque registrato un miglioramento del 46% della performance, che ha interessato tutte le ripartizioni geografiche e in maggior misura proprio le Regioni del Mezzogiorno (+75,9%), poi quelle del Nord-Est (+44,9%), Nord-Ovest (+40,9%) e Centro (+37,4%). Questo “anche se il Sud è ancora indietro in termini di livello di performance e i suoi indici, anche se in forte miglioramento rispetto alle altre aree, sono ancora bassi”. Negli ultimi anni quindi, si è realizzata secondo il CREA una “riduzione delle distanze in termini di opportunità di tutela della salute tra Sud e Nord. Ciò anche perché, nonostante i margini di azione ci siano (per raggiungere il 100% dell’indice di performance), non sembra – spiega il rapporto – che le Regioni con performance migliori riescano a registrare significativi passi avanti: probabilmente per l’esistenza di limiti strutturali nell’attuale assetto del sistema sanitario”.
