11 gennaio 2023 – L’Irlanda potrà adottare un’etichetta per vino, birra e liquori con avvertenze come “il consumo di alcol provoca malattie del fegato” e “alcol e tumori mortali sono direttamente collegati”. La norma è stata notificata a giugno da Dublino a Bruxelles, che – con il periodo di moratoria che è scaduto a fine dicembre 2022 – ha confermato che le autorità nazionali possono adottare la legge.
Il via libera arriva nonostante i pareri contrari di Italia, Francia e Spagna e altri sei Stati Ue, che considerano la misura una barriera al mercato interno, e l’annuncio della stessa Commissione di iniziative comuni sull’etichettatura degli alcolici nell’ambito del piano per battere il cancro. Con la decisione di Bruxelles l’esempio irlandese potrebbe essere seguito da altri Paesi. Per Dublino, il forte consumo di alcolici è un’emergenza sanitaria nazionale e giustifica etichette che dovranno contenere: un avvertimento sui danni del consumo di alcol, un monito sul suo legame diretto con tumori mortali, la quantità di alcol in grammi (invece che in percentuale), le calorie, un pittogramma (uguale a quello già in uso) sui rischi per la gravidanza, e un link a un sito web su alcol e salute. Diversi Paesi si sono opposti alla misura, perché crea frammentazione nel mercato interno ed è sproporzionata, soprattutto in vista di un confronto a livello Ue in materia. Nel piano per battere il cancro del 2021, la Commissione ha annunciato proposte per ridurre il “consumo dannoso” di alcol, tra cui proprio l’etichettatura obbligatoria con elenco degli ingredienti, dichiarazione nutrizionale e avvertenze per la salute. Su quest’ultima questione nel febbraio 2022 l’Europarlamento si è spaccato, raggiungendo un faticoso compromesso dicendo sì a maggiori informazioni sulle bottiglie ma senza riferimenti ad avvertenze sanitarie. Il via libera alla norma irlandese crea tuttavia le premesse perché altri Paesi possano adottare un’etichetta del genere, come raccomandato anche dall’OMS.
